Positive Money Europe's Strategic Plan 2025–2030

In the coming years, we have a crucial opportunity to reshape Europe’s economy to better serve people and the environment that they live in. Positive Money Europe’s Strategic Plan 2025-30 sets out our vision for an economy that serves society.

For over two decades, Positive Money has been at the forefront of rethinking Europe’s economic system to serve people, not just the interests of wealthy elites. As we face rising inequality, environmental breakdown, and economic instability, the need for a radical transformation is clearer than ever.

Our Strategic Plan 2025–2030 lays out a bold roadmap to redesign Europe’s economic system so that all people can live well, including by living in a safe and healthy environment. We have identified four key priorities that will guide our work:

  1. Rethinking central banking:
    Ensuring that the European Central Bank (ECB)’s tools and policies are designed to support society, rather than just financial markets.

  2. The future of money:
    Advocating for an electronic form of cash in Europe that is safe, accessible, and protects people’s financial security — so money remains a public good.

  3. Investments for energy security & affordable living:
    Working to ensure that public investment, central bank policy, and private finance work together to stabilise costs, enhance energy security, and support climate action that protects people’s everyday lives.

  4. Diversity, accountability & systemic inequities:
    Pushing for greater transparency, inclusion, and democratic oversight of central banks — and integrating equity into all stages of economic policymaking.

How can we drive change?

Through rigorous research, advocacy, and coalition-building, we will:

  • Challenge dominant economic narratives that justify austerity and financial deregulation, while promoting alternative solutions that prioritise public investment, job creation, and shared prosperity.

  • Influence EU policy and institutions to ensure that central banks, governments, and financial regulators align their policies with people’s real needs, including affordable housing, clean energy, and financial stability.

  • Build alliances for systemic change, bringing together movements for economic, climate, and social justice to create a fairer financial system.

  • Empower the public with knowledge and tools to demand a more fair and inclusive economy.

By driving these interventions, we aim to secure a European economic system that ensures that all people can live well, including by living in a safe and healthy environment.
